Reaffirmation of Position on Matters Concerning
British Steel
2026年6月11日，敬业钢铁有限公司（以下简称“敬业”）就旗下英国钢铁有限公司（以下简称“英钢”）相关事宜发表郑重声明，向国际社会陈述事实真相。遗憾的是，英国政府迄今未就此事对敬业做出任何正面回应。我司谨就此重申如下严正立场：
On 11 June 2026, Jingye Steel Co., Ltd. (hereinafter referred to as "Jingye") issued a formal statement regarding matters concerning its subsidiary, British Steel Ltd. (hereinafter referred to as "British Steel"), in order to present the facts to the international community. Regrettably, the UK Government has yet to provide any substantive response to Jingye on this matter. Jingye hereby reiterates the following firm position:
一、补偿是法定基本权利
Ｉ. Compensation is a Fundamental Statutory Right
6月12日，据英国广播公司（BBC）报道，英国商业和贸易部就英钢问题表态称：“赔偿金额将独立确定，若有，才需支付。”（any payout would be determined independently and only paid “if any, is payable”）
On 12 June, according to a report by the British Broadcasting Corporation (BBC), the UK Department for Business and Trade stated regarding the British Steel issue that "any payout would be determined independently and only paid 'if any, is payable'."
英国政府通过《钢铁行业（特别措施）法案》已实质性接管我司对英钢的运营权与重大决策权，构成事实上的征收行为。敬业获得全面补偿，是法律明确赋予投资者的基本权利，绝非所谓“若有，才需支付”的或有事项。
The UK Government, through the Steel Industry (Special Measures) Act, has effectively deprived Jingye of control over British Steel’s operations and major decisions, constituting a de facto expropriation. Jingye’s entitlement to full compensation is a fundamental right explicitly granted to investors by law, and is by no means subject to any 'if any' precondition.
依据相关双边投资协定及英国国内法关于征收补偿的基本原则，因政府行为导致投资者权益受损，必须给予“及时、充分、有效”的补偿。在此问题上，不存在“若有”的讨论空间。
In accordance with relevant bilateral investment treaties and the fundamental principles of expropriation compensation under UK domestic law, any impairment of investors' rights and interests caused by government actions must be met with "prompt, adequate, and effective" compensation. On this matter, there is absolutely no room for any “if any” qualification.
二、敬业重申坚定立场
Ⅱ. Jingye Reiterates Its Firm Position
1、要求英国政府基于如下两个不容否认的客观事实，及时、充分、有效赔偿敬业对英钢的全部投资。
Jingye demands that the UK Government, based on the following two indisputable facts, promptly, adequately, and effectively compensate Jingye for its entire investment in British Steel.
一是英钢自身所蕴含的巨大企业价值。英国政府先以紧急立法强行接管运营决策权，后又试图以国有化法案彻底剥夺所有权，从强行接管到全面征收，层层加码的极端做法，充分印证了英钢的价值所在。英国政府必须予以正视。
First, British Steel has substantial inherent corporate value. The UK Government initially seized operational decision-making rights through emergency legislation, and has subsequently sought to completely strip Jingye of its ownership through a nationalisation bill. These extreme, escalating measures—from forced takeover to full expropriation—fully underscore the profound value of British Steel. The UK Government must acknowledge this undeniable reality.
二是敬业过去五年在持续运营、设备改造、保障就业、绿色转型等方面对英钢进行了大量真金白银的投入，所有资金支付有据可查、不容抹杀。敬业必将悉数追偿，分毫不让。
Second, over the past five years, Jingye has made substantial financial investments in continuous operations, equipment upgrades, safeguarding jobs, and green transition. All such payments are fully documented and irrefutable. We are resolved to pursue full recovery of these investments, without compromise.
2、敬业同时保留根据国际法和国内法，对相关责任方依法提起进一步法律程序的权利，用尽全部合法途径，持续坚定地维护自身所有正当权益。
Jingye simultaneously reserves the right to initiate further legal proceedings against the relevant responsible parties in accordance with international and domestic law, exhausting all lawful avenues to continuously and firmly safeguard all its legitimate rights and interests.
敬业愿在公平、守法的基础上，同英方继续寻求共赢方案。我们坚信，尊重契约、维护公平，是吸引国际投资、重振本土工业的基石。此事不仅关乎敬业的合法权益，更关乎国际社会对英国商业环境的信心，以及全球产业链对跨境投资稳定性的基本预期。
We remain willing to continue seeking a mutually beneficial solution with the UK side on the basis of fairness and the rule of law. We firmly believe that honouring the sanctity of contracts and upholding fairness are the cornerstones for attracting international investment and revitalising domestic industry. This matter concerns not only Jingye's legitimate rights and interests, but also the international community's confidence in the UK's business environment, as well as the fundamental expectations of global industrial supply chains regarding the stability of cross-border investment.
